The developer of White Gables II, L.F. Payne, has assembled an extraordinary team with the local knowledge and experience to create a new and unique condominium community while honoring what has come before. You might know the local names, all selected for their stellar reputations and desire to create the very best in their hometown.


L.F. Payne, Three Ridges Group

L.F. Payne is President of Three Ridges Group, a real estate development company in Charlottesville. From 1998 to 2020 he was the co-founder and President of McGuireWoods Consulting, a national public affairs firm and a subsidiary of the prestigious McGuireWoods law firm. Payne also served 5 terms in the United States Congress, representing the 5th Congressional District of Virginia. He served on the Ways and Means Committee, the Budget Committee, the Transportation and Infrastructure Committee and the Veterans Affairs Committee.

Prior to his Congressional service, Payne was the developer of the highly acclaimed Wintergreen Resort community in Nelson County Virginia, where he served from 1973 -1988 as Chairman and President of Wintergreen Development. During this time, he consulted with Bankers Trust Co. in New York City on real estate projects throughout the United States. Payne served as an officer in the United States Army Corp of Engineers from 1967 to 1971.


Keith O. Woodard, Woodard Properties

In 1981, Keith Woodard moved to Charlottesville to begin his career at Woodard Properties designing and building custom homes. He recognized the need for quality student housing near the University of Virginia and now provides housing for 750 students. Additional commercial developments include the Exchange Center on the Downtown Mall, a bed and breakfast inn, the Independence Resource Center and McIntire Plaza that provides space for more than 100 businesses.


Michael Donovan, MediaOcean

Michael is a true technology pioneer and laid the framework for many of today’s sophisticated media platforms. He came to MediaOcean from his role as founder, worldwide chairman and CEO of Donovan Data Systems (DDS). Michael and L.F. began their first partnership in 1985 when they combined talents to create The Nelson County Community Development Foundation to build much-needed affordable housing in Nelson County. The Foundation remains active today and has won numerous awards for affordable housing innovation.


Jimmy Grigg, James P. Grigg Architect

A graduate of The University of Virginia School of Architecture, Jimmy Grigg has been a practicing architect in Charlottesville for over 30 years. His firm has collaborated with Martin Horn Construction on The Randolph and The Barringer. Grigg was also the architect on The Gleason and Queen Charlotte, both condomimium residences located in downtown Charlottesville.


Kelly Witt Design + Decoration

Kelly Witt Design + Decoration is a full-service interior design firm located in Downtown Charlottesville in the warehouse district. With a large downtown workspace and fabric showroom, Kelly Witt is able to create fresh new designs that are unique to each client. She has created dynamic living spaces at White Gables II and will be available to buyers to assist with interior selections.


Martin Horn, Inc.

Martin Horn is known for their integrity and for doing the right thing. For building lasting relationships and for working hard every day to deliver quality results. Their team is made up of local people who give back to their community with the belief they have a responsibility to help others. They have been building in the Charlottesville area since 1979 with a portfolio in higher education, corporate, health, historic, hospitality, multi-family, office, and sports and entertainment. Specific examples include The Randolph, River House Condominiums, UVA Alumni Hall, Farmington Country Club, Camp Holiday Trails, The Sprint Pavilion on the Downtown Mall, University of Virginia Health System, Monticello and The Quirk Hotel in Charlottesville.
